Project DAYLIGHT — Human Exposure Movement

Aliases: DAYLIGHT, The Sun Crowd, Torchbearers
Type: Human activist–zealot network (cells: leakers, streamers, “rescuers”), with quiet biotech backers
Territory (fluid): City Hall steps • campus commons • courthouse plazas • rooftops for drone launches
Seat/Cover: None stable; meet in co-working spaces, “citizens’ forums”, and pop-up press tents
Status: Media-savvy, legally aggressive, growing; treats Meridian and the Accord as a single conspiracy

Who Are Project DAYLIGHT?

Project DAYLIGHT is a coalition of true-believer transparency activists, aggrieved witnesses, and opportunists who want the hidden world dragged into public glare. They frame themselves as whistle-blowers and first responders against “occult capture” of public institutions. Some cells accept funding and “samples” from off-book biotech interests in exchange for access and data.

Signature tells: a sun emoji + timestamp on scheduled drops; drone swarms at golden hour; immaculate PDF “briefings” with sourced-but-misleading citations.

Overview

DAYLIGHT runs FOIA blitzes, crowd-films Accord events, and stages “rescues” that force confrontations on camera. Their public messaging is civil-liberties rhetoric; their private playbooks push escalation until the Veil frays. They court disillusioned insiders, grieving families, and anyone who thinks secrecy wounded them.

Maxim (on placards): “If it can’t stand the sun, it shouldn’t stand at all.”

Faces & Inner Ring

  • Avery LockeSpokeslead; lawyer-turned-activist; runs pressers and lawsuits; camera fluent.
  • “Helios”Ops/Media; schedules drops; manages drones, countdowns, and dead-man switches.
  • Dr Selene CarverBiotech Liaison; “independent researcher”; quietly trades in samples and metrics.
  • Tasha BloomField Captain; marshals “rescue” teams; police protest experience.

Structure & Cells

Model: Public Front (legal & PR) ↔ Media Cell (drones/data) ↔ Field Cell (events/“rescues”) ↔ Backers (labs/donors).

  • Legal Front: FOIA filings, injunctions, whistle-blower hotlines, “know your rights” clinics.
  • Media Cell: countdown sites, mirrored file drops, edited exposes; GBX-style metadata hygiene.
  • Field Cell: marshals, medics, de-arrest pairs; body-cams and bullhorns; escalation scripts.
  • Backer Thread: shell charities and think-tanks; lab partners offer tests for “odd blood” in exchange for custody.

Methods & Habits

  • FOIA Swarms: coordinated requests to BPD, hospitals, utilities; aim to choke calendars and expose redactions.
  • Drone Theatre: multi-angle UAV coverage of salons, drills, and cordons; live-synced to countdown pages.
  • Dead-Man Drops: preloaded releases if devices are seized; “if we’re arrested, the truth posts.”
  • Witness Surfacing: recruit grief-struck families and disillusioned staff; stage-managed pressers.
  • Sample Trades: “safe custody” offers for coolers or unusual blood; backers collect, test, and vanish.

“Sun Creed” (as they publish)

  1. Record everything. If it isn’t filmed, it didn’t happen.
  2. No secret courts. All compacts are coercion until tested in public daylight.
  3. Rescue the taken. Anyone “detained by the occult state” must be freed to camera.
  4. Samples save lives. Data over dogma; science over superstition.

Note: Points 3–4 mask reckless endangerment and unethical procurement.

Resources & Kits

  • Media Rig: drones, stabilised cams, mesh routers, mirrored cloud lockers with timed releases.
  • Press Pack: hi-vis vests, laminated rights cards, boilerplate statements, hotline cards.
  • Legal War Chest: donor-funded solicitors, injunction templates, bail fund.
  • Lab Channel: quiet courier service for “anomalous” samples; NDAs tighter than warrants.

Relations & Enmities

  • Meridian Commission: primary target; DAYLIGHT frames them as an illegal secret police.
  • Baltimore PD: split; some officers stay strictly by-the-book on protests, others bristle; DAYLIGHT exploits rifts.
  • Accord Table (all seats): hostile; seeks calendar collisions to force visible failures.
  • Grey Box–style leakers: occasional collaboration for document packs and timing.
  • Whitecoat/biotech backers: clandestine partners; push for blood/cooler access under “public health” framing.

Emerging Rumours (GM Guidance)

  • Golden Hour: drops scheduled exactly at sunset show a faint gold flare before edits; AURUM-adjacent bait?
  • Inside Voice: a city staffer is feeding permit calendars; Neutral Window times leak days in advance.
  • Clinic Link: a “free testing” van matches cooler logistics seen across factions—dry, cold, wrong.

Known Stages & Set Pieces

  • City Hall Steps: pressers with countdowns; chained banners; legal theatre.
  • Harbour Promenade: drone launches; “rescues” staged near fog; tourists as amplifiers.
  • Campus Green: teach-ins; recruitment of tech volunteers; FOIA workshops.
  • Co-Work “Beacon”: rotating office with a media router and bail tin; changes weekly.

Notable Operatives (NPCs)

  • Avery Locke — camera-savvy solicitor; will debate anyone live.
  • “Helios” — scheduler; speaks in timestamps; never meets twice in the same light.
  • Dr Selene Carver — lab conduit; polite, clinical, very interested in “rare phenotypes”.
  • Tasha Bloom — field captain; keeps formation; cries on cue for TV and then goes stone-cold.

Hooks & Episode Seeds

  • Countdown to “Truth”: A 48-hour timer targets the Accord’s Neutral Window. Spoil the footage, or redirect it to a harmless story.
  • Rescue Theatre: DAYLIGHT plans to “free” a late-bloomer from Meridian interview rooms. Offer a sanctioned handover—or catch the staged abduction on your terms.
  • FOIA Flood: Hundreds of requests hit BPD; one asks for Cat by name. Find the insider and plug the leak without feeding the narrative.
  • Clinic Van: A mobile “testing” unit is buying blood. Follow the courier chain to a Whitecoat freezer.
  • Drone Rain: Ten micro-UAVs will light up a Free Court gala. Jam, net, or make them film something boring.

Countermeasures (For PCs/Allies)

  • Narrative Shield: pre-seed a dull public explanation; give cameras a safer spectacle (art, maintenance, rehearsal).
  • Calendar Discipline: Accord posts “quiet corridors”; Meridian staggers cordons to avoid honey-trap overlaps.
  • Drone Hygiene: roof nets, RF shaping, Free Court light temper on façades; Glasswright drapes inside.
  • Legal Flow: centralise FOIA with Gloam help; publish innocuous records fast to starve outrage cycles.
  • Sample Interdict: track coolers; seize under health statutes; chain-of-custody that survives court & camera.

GM Notes

  • Tone: media brinkmanship; ethics vs. exposure; winning often looks like nothing happened.
  • Pressure Dials: Exposure □□□ • Public Scrutiny □□□ • Legal Heat □□
  • Escalation Path: teaser brief → FOIA leak → drone theatre → “rescue” attempt → on-camera crisis or clean defang.
  • Fail State: viral clip of a botched handover; court orders; faction panic.
  • Win State: harmless footage, safe people, seized samples, a press conference about “infrastructure maintenance”.
